The National House Buyers Association (HBA), represented by Datuk Chang Kim Loong, commends the efforts of Pemudah (Special Task Force to Facilitate Business) in addressing bureaucratic red tape and inefficiencies in Malaysia's business environment. HBA acknowledges the challenges faced by Economy Minister Rafizi Ramli in implementing the New Deal for Business (NDFB) and emphasizes the importance of resolving structural and situational challenges hindering business growth.
Chang highlights the significant achievements made by Pemudah in the property and housing sector, which have positively impacted both businesses and consumers:
1. Abolition of Documentation Fees: The cessation of pre-printed bank forms for housing loan borrowings by local banks following a directive from Bank Negara Malaysia has eliminated documentation fees previously charged to customers.
2. Fee Regulation for MDI Agents: The Malaysian Department of Insolvency (MDI) has capped fees charged by private liquidators, particularly for tasks related to defunct developers, at RM500, preventing excessive charges previously imposed on property owners.
3. Resolution of Strata Title Issues: Government intervention has addressed distressful consequences faced by property owners due to developers' failure to transfer strata titles, with new statutory provisions enacted to streamline the process.
4. Efficient Registration of Titles: The registration process for individual and strata titles at land offices has been significantly expedited, reducing processing times to just one day, thanks to Pemudah's intervention.
5. One-Day Rule for Valuation and Stamping: The Valuation and Property Services Department (JPPH) and Stamping Offices have implemented a one-day rule for valuation, adjudication, and stamping of instrument of transfer (MOT: Form 14A), ensuring prompt processing of property transactions.
Chang expresses HBA's commitment to supporting the government's efforts in improving the business environment through initiatives like GovTech Malaysia. HBA pledges to continue collaborating with Pemudah to facilitate business and advocate for positive outcomes.
Overall, Chang's statement reflects HBA's appreciation for Pemudah's initiatives and its commitment to fostering a more conducive business environment in Malaysia.
